Martin L. Shultz is Vice President of Government
Affairs for Pinnacle West Capital Corporation. In that role he manages
public affairs and government relations for APS, Pinnacle West Capital
Corporation, APS Energy Services, Pinnacle West Energy Corporation
and SunCor. APS, APS Energy Services, Pinnacle West Energy Corporation
and SunCor are wholly-owned subsidiaries of Pinnacle West Capital
Corporation headquarters in Phoenix, Arizona.
Mr. Shultz has had extensive experience in corporate
public affairs and public relations, negotiations of complex issues,
business policy development, government affairs and public administration
plus a wide range of civic, community and political activities.
Prior to joining Pinnacle West Capital Corporation and APS, he served
as Chief of Staff to three Phoenix mayors; John Driggs, Tim Barrow,
and Margaret Hance. Previous to those associations, he was appointed
a financial systems consultant to the Arizona Legislature and was
Director of Education for Osborn School District in Phoenix.
He has written extensively on issues including
electric utility, business and health care industry policies.
A graduate of Arizona State University with
a master's degree in Educational Administration, he has done post
graduate work at UCLA, ASU and JFK School of Public Administration
and Politics at Harvard University in Boston, Massachusetts.

Mr. Shultz is affiliated with the Arizona and
Greater Phoenix Chambers of Commerce as well as the Arizona Association

and issue committees of each organization. In 1976 and 1977, Mr.
Shultz was chosen one of the Ten Outstanding Young Men by the Phoenix
Jaycees. In 1988, Mr. Shultz was presented the ASU Distinguished
Achievement Award by the College of Education. For 2003-04, Mr.
Shultz was voted Head of Class of Business Leaders by the Phoenix
Business Journal.
Mr. Shultz has lived in Arizona since 1953 and
is married to Linda. They have two daughters, Debbie Ater of Phoenix
and Robyn Vizvary of Los Angeles.
