- Secure
the support of the Governor, Chief State School Officer, and/or
the Commissioner of Labor.
- Establish
a private, non-profit corporation led by a Jobs for Graduates
Board of Directors.
- Appoint a Chairman
(Governor or Corporate CEO).
- Appoint a Board
of Directors with key decision-makers.[the majority of board
members should be from the private sector]
- Conduct meetings
on a regular basis and hold the staff accountable for results.
- Determine multiple
sources of funding for the program.
- Select a State Director for the
JAG Accredited State Organization capable of:
- Securing funding,
managing a staff, and providing leadership to a private, non-profit
corporation that is highly accountable and sensitive to the
needs of the employment community.
- Building partnerships
with the educational community and the private sector to gain
maximum benefits for those served by the program.
- Establishing
and maintaining a fiscal control management system that provides
the Board of Directors, funding sources, and other stakeholders
with confidence that the organization has checks and balances
and policies and procedures in place to protect the company's
assets.
- Invite
school districts to send representatives to a statewide meeting
to understand the requirements of being a JAG accredited program.
- Recruit schools
to the statewide organization based upon their willingness to
implement the full JAG Model.
- Provide a positive
climate for Job/Career Specialists to deliver a JAG accredited
program to the target audience.
- Provide a furnished
office (with desk, bookshelves, filing cabinets, computer and
printer) and dedicated classroom.
- Conduct
training for:
- State leadership
- Local specialists
- State and local
managers/supervisors
- Install
JAG's National Data
Management System.
- Install
JAG's core 37 Curriculum Modules into the classroom.
- Access
JAG's technical
assistance services and the JAG
National Network.
- Implement
the JAG Model
at the school level, including:
- Employ a full-time
Job
Specialist (preferably employed by the not for profit state
organization).
- Appoint an in-school
advisory committee to assist
with student selection.
- Implement the
student selection process as prescribed in the JAG Model.
- Provide access
to students targeted for the program (3-5 hours per week) through
a scheduled class that offers course credit leading toward a
high school diploma.
- Implement JAG's
37 core competencies plus
others (a total of 81 competency-based modules are available)
that the organization deems appropriate.
- Implement the
Career Association by establishing a local chapter, led by the
students, and affiliating with the state and national organization.
Use the Career Association
as an instructional tool that will:
- Enhance
learning
- Build
self-esteem
- Develop,
practice and refine leadership skills
- Encourage
participation
- Build
pride in belonging and confidence in self
- Implement the
JAG National Data Management System
into each school (a Pentium I or better will run the JAG-NDMS
program.
- Provide the Specialist
and supervisor the opportunity to participate in national
and state JAG Model training sessions.
- Conduct employer
marketing and job development contacts
throughout the program year; encourage potential employers to
get involved in classroom activities.
- Provide counseling,
coaching, remediation, and support that will increase the probability
that the student will stay
in school through graduation.
- Celebrate
graduation from high school
and develop graduation plans for those that do not graduate.
- Implement a 12-month
follow-up period for graduates
and non-graduates.
- Update
student records (NDMS) on a daily basis and export data on a quarterly
basis.
- Participate
in National Accreditation and Destination Verification Studies
led by JAG; report submitted to Board Chair and State Director.
